Regional Human Resource Officer – Africa

About the role

The Regional Human Resource Officer – Africa supports Mercy Corps’ People function across West and Central Africa, ensuring continuity, quality, and compliance of HR services in complex environments. The role provides reinforcement to country HR teams and assists leadership with operational HR challenges.

Key responsibilities

• Coordinate end‑to‑end employee lifecycle processes (onboarding, contract changes, mobility, off‑boarding) and ensure compliance with policies and local regulations.
• Maintain HR systems and data integrity, conduct data quality checks, and support HCM system rollouts and training.
• Analyze HR trends, produce reports, and contribute to regional decision‑making and after‑action reviews.
• Facilitate rollout and adoption of global and regional HR initiatives, translating guidance into practical steps.
• Provide operational observations to inform regional planning, support salary scale reviews, benefits mapping, and workforce planning.

Required profile

• Bachelor’s degree in Human Resources, Business Administration or related field (Master’s preferred).
• Minimum 3 years progressive HR experience, preferably in an INGO setting in West & Central Africa.
• Experience with emergency HR response, restructures or transitions is an asset.
• Fluent in English and French; Arabic is a competitive advantage.

Required skills

• Proficiency with HRIS/HCM systems and data management.
• Strong analytical skills for HR trend analysis and reporting.
• Ability to develop and improve HR workflows, SOPs, and documentation.
• Knowledge of safeguarding practices and duty‑of‑care principles.
