Regional Human Resources Officer (P) – Expedited VN

About the role

The International Organization for Migration (IOM) is seeking a Regional Human Resources Officer (P) to support its Regional Office in Dakar and the Country Offices within the region. This is an expedited recruitment process open only to internal and internal‑equivalent candidates. The officer will work under the overall supervision of the Deputy Regional Director for Management and the direct supervision of the Regional HR Business Partner.

Key responsibilities

• Provide HR guidance and support to the Regional Office and Country Offices on personnel administration, staff development, employee relations, disciplinary processes, compensation, benefits, and payroll verification.
• Administer performance management systems, HR reporting, quality management, and compliance activities.
• Review contracts and personnel action forms for Chiefs of Missions/Heads of Offices and support contract extensions for international staff.
• Monitor HR administration for regional staff, ensuring proper handling of hiring, re‑hiring, transfers, promotions, separations, benefits, and entitlements, and maintain accurate personnel files.
• Coordinate recruitment processes across Country Offices and the Regional Office, ensuring adherence to IOM recruitment procedures.
• Organise and support staff training activities in the region.

Required profile

• Ability to work under the supervision of the Deputy Regional Director for Management and the Regional HR Business Partner.
• Familiarity with IOM or United Nations HR policies and procedures is advantageous.
