Senior Specialist, Employers’ Activities

About the role

The Senior Specialist, Employers’ Activities will support the ILO’s Bureau for Employers’ Activities (ACT/EMP) and the Decent Work Technical Support Team (DWT) by providing high‑level technical and policy advice to employer, business and membership organisations (EBMOs) across the assigned region.

Key responsibilities

• Plan, manage and coordinate the programme of work with each EBMO, following ACT/EMP procedures and a results‑based management framework.
• Conduct needs assessments, develop and implement work plans that address organisational governance and effectiveness.
• Act as the primary interface between the ILO, EBMOs and the wider employer community, ensuring employer perspectives are reflected in ILO policies and programmes.
• Provide technical and policy advisory services, advocate new strategies and monitor the efficient use of programme funds.
• Report to the Director of ACT/EMP and the regional DWT Desk Officer for day‑to‑day activities, and to the DWT Director in Dakar for administrative matters.

Required profile

• Proven experience in employer relations, policy advisory or similar technical fields.
• Ability to work autonomously, make authoritative technical decisions and manage budgets.
• Strong communication skills to build productive relationships with diverse stakeholder groups.
• Senior‑level professional with a track record of delivering results in an international or multilateral environment.
