Senior Specialist, Employers' Activities

About the role

The International Labour Organization is seeking a Senior Specialist to lead its Employers' Activities in Dakar. The role sits within the Bureau for Employers' Activities (ACT/EMP) and is an integral member of the Decent Work Technical Support Team, providing high‑level technical and policy advice to employer organisations across the region.

Key responsibilities

• Manage and deliver technical and policy advisory services to Employer, Business and Membership Organisations (EBMOs) and the wider business community.
• Develop and maintain productive relationships with EBMOs, ensuring their needs are understood and addressed.
• Advise on new strategies, policies, approaches and programmes related to decent work and employer engagement.
• Oversee the efficient management of programme funds and make authoritative technical decisions independently.
• Act as the primary interface between the ILO, EBMOs and the employer community, facilitating dialogue and mutual understanding.

Required profile

• Relevant senior‑level experience in employer engagement, labour policy or related fields.
• Ability to work autonomously and make independent technical decisions.
• Experience in managing programme budgets and delivering results against strategic objectives.
• Open to candidates from under‑represented ILO member states, as well as internal staff meeting the ILO Staff Regulations.
