About the role
The Senior Specialist, Employers’ Activities will support the ILO’s Bureau for Employers’ Activities (ACT/EMP) and the Decent Work Technical Support Team (DWT) in delivering technical and policy advice to employer organisations across the assigned region. The role bridges the ILO, employer‑business and membership organisations (EBMOs) to ensure employer perspectives shape ILO programmes.
Key responsibilities
- Plan, manage and coordinate the programme of work with each EBMO in the jurisdiction, following ILO procedures and results‑based management.
- Conduct needs assessments, develop work plans and oversee implementation of projects on organisational governance, capacity building and policy advocacy.
- Provide high‑level technical and policy advisory services, including the design of new strategies, policies and programmes.
- Act as the primary interface between the ILO, EBMOs and the broader employer community, fostering productive relationships.
- Ensure employer views are reflected in ILO policy design and communicate ILO policies to the business sector.
- Manage programme funds efficiently and make autonomous technical decisions while being accountable for results.
Required profile
- Advanced university degree in labour relations, economics, public policy, business administration or a related field.
- Extensive experience (typically 8+ years) in employer engagement, policy advisory or development cooperation.
- Proven ability to work autonomously, manage budgets and deliver results in a multicultural environment.
- Strong analytical, communication and stakeholder‑management skills.
Required skills
- Policy analysis and development.
- Project design, implementation and monitoring.
- Budget management and results‑based reporting.
- Fluency in English; knowledge of additional UN languages is an asset.
