Senior Health Public Financial Management Advisor

About the role

IBP is seeking a senior technical professional to provide expertise for its growing health public financial management (PFM) portfolio. The Advisor will deliver direct technical assistance, develop research methods and coordinate strategic alignment to strengthen health budgeting and accountability across African countries and beyond.

Key responsibilities

• Provide direct technical assistance to regional and country teams and partners, focusing on diagnosing and addressing health PFM problems such as budget credibility, execution, resource flows, procurement and reporting.
• Develop and refine research methods and diagnostic tools that combine quantitative budget analysis with institutional and political‑economy assessment to generate actionable recommendations.
• Coordinate with IBP’s Global Policy and Partnerships team, policy leads and M&E colleagues to integrate health PFM expertise into country programmes, manage project planning, budgets and reporting, and represent IBP in donor and policy forums.

Required profile

• Minimum 7 years of professional experience providing technical assistance, advisory support or applied analysis on public financial management, preferably in the health sector.
• Demonstrated ability to diagnose complex PFM problems using quantitative, institutional and political‑economy analysis and to translate findings into feasible reform strategies.
• Experience designing and delivering capacity‑strengthening activities for government, civil‑society or development‑partner audiences.
• Fluency in English; working knowledge of French and familiarity with francophone PFM frameworks is an advantage.
